Can I Make a Right Turn at a Five-way Controlled Intersection on a Red Light?

Anyone stuck at Penman and Florida in Neptune Beach has asked themselves this question, but I'm sure there are other five-way (maybe six-way?) controlled intersections that present the opportunity to consider whether to make a right turn on a Red or wait for the green. Based on my fairly good knowledge of traffic laws, it's probably legal to make the right turn to the immediate next lane (if no restrictions are posted), but you have to be prepared to yield to anyone entering that lane from any of the three or four other lanes that might have a green, including anyone trying to rip a u-turn. 

While it may be legal to make that right turn, I wouldn't say it's safe. Not only could someone be entering the intersection in a vehicle, but you always have to be aware of pedestrians, bikes, and possibly golf cart traffic. In fact, I think all directions of the 5-way at Penman get a Red light when a pedestrian gets at least one of the walk signals, but none of the right-turn lanes flash a separate no-right-turn sign, so you've got to be aware.
The image in this article shows where you should be able to make a right on a red in a controlled intersection, but make sure you are yielding to anyone and everyone that may be coming into that lane.

Culver's Arlington Location (UN)Explained

Evan Clagnaz is a lot like me. He's from Wisconsin. He wants a Culver's in the Arlington area of Jacksonville. He trusts other people. He has a few million dollars to invest in a restaurant. Etc. 

OK, fine, at 36 I didn't quite have $4+ million to invest. Or at 46. Maybe at 56 (fingers crossed), but by then, all the Culver's restaurants will have been built in Jax, and I'll have missed my chance to own one. Except for maybe one that fails because it’s been built in the wrong location.

Coronavirus Family Activity: Walk a New Neighborhood

Even if you are being forced to shelter in place, you have to get outside. Eventually, you might not venture any further than your own yard, but if there aren't strict rules, you can at least take a walk through your neighborhood. The only problem with having a dog who loves long walks is that you might get bored not having parks or beaches available. Our family decided to venture out to a new neighborhood for a walk before (and in case) the shelter in place order comes to Jax.

A Tree Grows in Jacksonville

I was talking to a young man visiting Jacksonville from Illinois, and he wanted to know more about the city, as he was considering relocating here. I gave him the regular routine about the weather (heat and hurricanes), told him to be ready for long dinners out, and said that you always have to be aware of criminal activity. He also wanted to know about downtown, since he had been there at a bar but didn't know much beyond that.

Sawgrass Village Shopping Center Road Rage

I guess folks with expendable income show up in their Mercedeses and Lexuses (Mercedes and Lexi?) to the Sawgrass Village Shopping Center on Valentine's Day. At 1:15 on Valentine's Day, it was if there was a senior citizen convention at the shopping center. One of them nearly made a citizen's arrest on me, just before another one nearly crashed into another patron of the NY strip mall. Overall, there were too many mini and mega SUVs vying for the same parking spots, presumably occupied by shoppers looking for that perfect gift to curb the whining before it even happens.

I was driving in the Springfield area of Jacksonville when I finally saw my first alley. As I drove around a bit more, I saw more of the handy passageways, nestled behind homes. I'm not sure if this is exclusive to Springfield or if I've missed the miniature roads in other parts of town, but I'd been under the impression that alleys never made their way to Jacksonville at all.

Deep Forest Airport, Please

I've complained a little about the local JAXEX Craig airport, and while I am hoping it stays at a manageable size, I wanted to take this opportunity to redirect some of you to an airport I never knew existed. I am hoping some of the rich and famous who fly over my house will choose to hit up another rich and famous local resident to use his private runway instead. Please, all you robber barons, carpetbaggers, venture capitalists, elite socialites, property developers, and ponzi schemers, give your buddy George a call and use the Deep Forest Airport instead of JAXEX.

Orange Park Wants to Limit Cars in Driveways?

When I was driving around Jacksonville to find a place to live, I always crossed off the neighborhoods with several cars parked in the front lawn. In my mind, front lawns are not made for parking cars in a civilized society. But Orange Park, at least according to the news, wants to pass a law that kicks cars out of front lawns AND driveways. That would be going a bit too far, especially around here. That said, there should be some accepted rules about parking cars that should help property values, though I don't see much hope in enforcing most of the rules, even in hoods with an HOA.

I'm all for reviving and renewing Arlington, as long as it's not going to wake up all cranky on us. I have enough experience in urban planning (as a college student and connoisseur) to be able to predict a few major concerns with renewing Arlington, whether or not some hot-shot Miami developer says it's going to happen. And I don't have millions of dollars or years of experience in the neighborhood. Just sense.

The $5,000 St. Augustine Trash Bin

St. Augustine wants to replace garbage cans with garbage/recycling cans. In theory, I like the idea, since I did the same thing in my kitchen. I know that my $60 kitchen garbage can isn't commercial-grade, and it's probably a bit smaller than what's needed, but for $5,000 a pop, I'm hoping some local artisans are building 16th century vintage trash cans. Wait, there were no garbage cans when St. Augustine was founded. So we can do whatever we want.

After More Than A Year, I Realize There's A Skyway in JAX

Sorry, city leaders. I just didn't know there was a vibrant Skyway automated monorail in town. I kind of thought it was either an idea that had never been made or something that was closed down. Although I still have not seen this in person, I went to several websites to confirm that it does exist. My goal, in the next year-and-a-half, is to find a reason to ride this free people-mover.

Why Retiring At 37 Was Not An Option For Me

Sometimes, I hate my news feed. I looked up something about retirement several months ago, and I get news about retirement way too often. It's depressing because I'm not retired. It's also depressing because the Union I was part of sucked all the good retirement out of the system for themselves (Baby Boomers) before leaving me to deal with angry management. So I'm stuck with a pittance as a retirement when I get it, along with my wife's even more miserable monthly stipend (once she's finally vested).The truth is that I did everything about as well as I could before I was retired by my employer at around 40, but it wasn't good enough to stop working. And it won't be for you, either, so stop reading about the guy who did it.

Kernan and McCormick Intersection Options

This article may not get very many hits because no one is going to search for something that seems to be a no-brainer. But I was inspired to create an interesting design option based on a road configuration I saw in The Villages. And if anything is a no-brainer, it's that nothing can be inspiring in The Villages. But this was. With all of its uses of traffic circles / roundabouts, one intersection stood out to me, and it could lead to an option for Kernan and McCormick if we're willing to think outside the box.

I was watching Rick Scott declare victory as our next senator from Florida, and he said that no one in the press read his Ten Point Plan. I'm not in the press, and I guess I'm reading it a bit late, but after having read it, I'd like to wish Senator Scott the best of luck with his list. I'm not saying the ideas are bad, but I'm also not saying any of them will happen while he's in Washington. In fact, he probably won't even suggest most of them, but we can take a look in a few years. For now, I'll just go through the list with my opinion on each point.

I was watching a hearing about a state of Florida law that caps medical marijuana distribution centers at 25. Apparently, one company wants to build 27, so it's bothering to sue for the right to build as many dispencing facilities as it wants. Honestly, I don't care one way or the other, and it wasn't exactly riveting television, but there was one goofy analogy used by a lawyer that got me to writing.

If You're Going to Kill Your Mom and Her Friend, Invest in Gun Maintenance

I wonder if it's the heat down here, but it seems there are a lot of folks in the area who kill their own family members. That's cool. I'd rather violent people take it out on their own families than mine. However, a recent matricidal rampage ended with a daughter getting beat down instead of inflicting her full fury on her mother and her mother's friend, and it seems to be the result of a poorly operating firearm.
